Orihuela Town Council has almost cleared all the rubbish.

Following on from my previous postings; at approximately 08:50 am today 'el Pulpo', the Orihuela Council's hydraulic lift refuse lorry, arrived to collect the growing pile of dumped garden rubbish.


With its keeper precariously perched on the roof of the driving cabin – a possible 'Health and Safety' issue—to supervise its eating, like an elephant grazing, the long prehensile trunk lifted its breakfast into its cavernous stomach.

When 'el Pulpo' had been fed there was nothing left, the road was almost clear of rubbish.


The household rubbish skip has been emptied. The garden rubbish skip has been emptied. The loose, illegally dumped, garden rubbish has been collected. But however there is still the matter of the removal of the dumped building 'escombros', debris, shown in the photograph below.


The household waste collection service (two tone grey skip) and the garden rubbish service (metal skip) operatives won't remove it, because its not in the respective containers. The hydraulic lift garden rubbish service won't grab it. So who is going to remove it; the bin scavengers don't want it; is there another subdivision of the Council's cleaning services department? Or is it to stay there, overlooked, ignored as usual by the three main divisions as it isn't their responsibility?

It would be nice to see the road cleared of all dumped rubbish: even though it will almost certainly be back to square one, our very own landfill site, within a few days. Why? Because people don't care. They have dumped their rubbish somewhere, anywhere, so it's not their problem.

It is a continual problem that the Orihuela Town Council has to deal with and should by now be geared up to handle waste efficiently. But it has repeatedly shown that it falls short of providing a dependable urban cleaning service. It would seem that it is only residents' complaints that awake it from a comatose condition of complacent inefficiency.

Orihuela Town Council have reacted to my Weblog.

On Tuesday 16th October 2012, two days ago, I added the article to this weblog entitled 'Orihuela Town Council fails to maintain a clean environment for its inhabitants'. I put a link to it on my Twitter and Facebook social media pages, and emailed the link to a few of my contacts.

Today I received the following email from the Orihuela Town Council:

Buenos días Sr. Sampford:

Por medio del presente, habiendo tenido conocimiento de la situación en que se encuentra el punto de recogida de podas sito en la C/ Ontario, deseamos informarle de las actuaciones previstas por el servicio de Aseo Urbano de la Concejalía de Infraestructuras, Servicios y Mantenimiento para tratar de atajar la acumulación de podas/escombros/basura en la zona indicada.

En primer lugar y, como acción inmediata, se procederá esta misma tarde, salvo caso fortuito o fuerza mayor, al vaciado y retirada de la poda que pudiera estar depositada in situ, tanto en el suelo como en los contenedores habilitados a tal efecto; y, en segundo lugar, como medida de disuasión, se colocará en breve en dicho emplazamiento un cartel indicativo que informe de la prohibición de arrojar basura, podas y escombros en la vía pública.

Aprovechando este correo, le indicamos igualmente que el contenedor habilitado para la recogida de poda domiciliaria será vaciado los días establecidos al efecto según zonificación; lo que en su zona se traduce en Sábados / Lunes; no obstante, en caso de hallarse el mismo lleno, siempre pueden Vds. contactar con esta Dependencia para comunicar este extremo y requerir su vaciado.

Agradeciendo su colaboración, reciba nuestros cordiales saludos.

P.D.: Se adjunta folleto informativo sobre sistema de zonificación para la recogida de poda y enseres.”

To summarize the letter: it informs me that the Council are now aware of the problem of the large volume of uncollected rubbish, and the action that is to be taken by the Urban Cleaning Service department of the Council's Department of Infrastructure, Services and Maintenance to rectify the situation.

Their plan is that the rubbish, both that which has been dumped on the road and that in the skip, will be collected today - unless something else gets in the way. In addition, as a preventative deterrent, it is their intention, sometime in the future, mañana, to place a sign at this location informing the public that it is an illegal act to dump rubbish of any sort on public highways: what optimism on their part.

It is pleasing to have received a reaction from the Council on two counts. The most important is that the unsightly; unhygienic; pile of rubbish will be collected at long last and with possible action to alleviate future problems. The other is knowing that people read my weblog and that the content can cause a response, of some degree, where the subject is relevant to them.

Orihuela Town Council fails to maintain a clean environment for its inhabitants.



Just over one week ago I posted an article entitled 'Mr Stupid dumps his palm leaves' (I moved them for him) about the large mounds of rubbish left by the Orihuela Town Council in the road close to my house. The substantial pile of garden rubbish had been there for over one week before my observation.

Well it is now eleven days later; as can be seen in the photograph above, the quantity of rubbish has doubled and still the Council has done nothing to remove it. The metal skip is full and the surrounding pile is growing daily aided by householders and commercial gardeners.


Almost, every evening a Council refuse collection lorry empties the two tone grey plastic household waste skip (seen on the left in the photograph). Assuming that there exists a system whereby the driver of the nightly lorry can report problems of large quantities uncollected rubbish in the streets to his managers, it would not seem unreasonable to expect the problem to have been cleaned-up! But of course; I'm forgetting this is Spain and the Orihuela Town Council.

This is not a new situation. In October 2010, two years ago this week I wrote an open letter to Monica Lorente, the then Alcaldesa (Mayor), about the 'Orihuela Town Council's 'Streetfill' Site Policy' and followed it up with two updates . Two years later and the new tripartite Council lead by Monserrate Guillén, leader of the Los Verdes (Green) party, has continued with the previous government's policy of leaving the rubbish in the streets, to decompose, to save collection costs.

There have been many regular occasions when it has been necessary for me to send a photograph of a pile of uncollected rubbish to the council's technical department, asking for action to be taken to clear the road. A recent example is that on the 10th July 2012 after the rubbish had been left for 10 days, just three months ago, the council was asked to clean-up the rubbish in the photograph below. It took them until the 28th July 2012 to act, by which time the pile had grown.


There have been several articles recently in the local papers about similar examples of the problem my neighbours and myself experience as a direct result of the failure of the Orihuela Town Council to maintain a clean environment for its inhabitants. It shouldn't be necessary for residents to continually have to remind the Council of its responsibilities and its continuing failings!

Mr. Stupid dumps his palm leaves.


The stupidity of some of the home owners living close to our house never ceases to amaze me.

This morning the council refuse collectors emptied the metal container (in the picture) for garden rubbish. They had considerable trouble getting the skip to their lorry, for attachment to the lifting and emptying hydraulics, because rubbish had been piled all around and on top of the bin. The space where the container was removed from amongst the rubbish can be seen.

After it had been emptied, the refuse disposal operatives; so much easier when they were called dustmen; decided to place the bin to the left of the remaining large pile of rubbish, rather than struggle to return it to where it came from. A logical conclusion it would seem.

Then this afternoon Mr. Home-owner came along dragging some palm leaves for disposal.

His logical action would have been to either put the prunings into the empty garden rubbish container or, as a less favourable option, to have put them onto the already present, large, easily seen, pile of uncollected garden refuse to the right of it.

That's too difficult a decision for Mr Moron. To save him walking any further than he already had; to save him exerting any more effort; Mr. Stupid dumped his palm leaves to the left of the skip.

Perhaps he wasn't so unthinking: perhaps he wanted to make his own statement of individuality!

Garden Rubbish Container Fire


This morning there was a fire in the garden rubbish container close to our house and next to the boundary wall of the finca. The owner of the property has a water supply close to location and acted quickly as a bombero trying to douse the fire.

His action seemed to have been successful but the embers continued smouldering within the rubbish and the fire re-ignited.

The emergency services having been called, the Policia Local arrived in force, two vehicles and five officers, a little over the top, followed shortly by the members of the Cuerpo de Bomberos, two of who efficiently dealt with the problem,.




You'll notice in the video the gentleman in the white trousers and green cardigan was most concerned that he could continue to dump his garden waste from his wheelbarrow.

On a lighter note; To put the fire out took two bomberos whilst two more and five policia local supervised.

Another attempt to move the refuse bins is thwarted!

This morning at approximately 08:30 hrs. the Council refuse lorry arrived on one of its irregular visits to empty the steel garden rubbish container of its goodies.

The bin is situated on a public road close and to the side to our house, as is the household rubbish bin. Unfortunately the bins have to be somewhere near to houses and the current location is the best of a bad situation. They are not situated directly in front of any properties so there is the least amount of intrusion into householders lives under the current system of refuse collection.


Having said this there is an ongoing problem with the owners of the property who's garden boundary wall is next to the location of the bins. They do not believe the bins should be any where near their property. When one looks at how far their house and the entrance to their property is away from the containers to me their attitude is ridiculous!


I have written previously, includingvideos, about the strange behaviour of the lady of the household and her desire to move all rubbish away from near to her boundary wall to in front of our, and neighbours properties. Unfortunately there is a history between us of disagreement over politics.
 
This morning we experience another example of the lady's, what I believe is, irrational and vindictive behaviour. Whilst the steel bin was being emptied, the lady of the house, Ulla Perret, was seen talking, over her garden wall, to the council workers as they operated the lorry's skip lifting machinery. It transpires that she was giving them instructions to not return the container to its usual position, near her boundary wall, but to move it to in front of our, and adjacent properties, alongside the small white water meter box on the other side of the road. The logic of placing the bin there is without doubt questionable!

The workers, one has to wonder at their intelligence in this instance, acted on her irrational instructions, orders, commands, and repositioned the skip where she desired. Fortunately I spotted their actions just as they were preparing to drive away and questioned their actions. They confirmed that Ulla Perret had been the instigator of the move.

Having pointed out to them, firmly and politely I hope, my dissatisfaction with the new location and the illogical reason for it they returned the steel garden rubbish container to its more suitable home.

Once again the desire of the Sra Perret to move the bins from near her boundary wall, some seventy five metres from her home, to ten metres in front of our homes has been thwarted. I have no doubt this will not be her final attempt.

Moronic Householder comes out of hibernation.

It has been 14 days since my last sighting of the results of the work of the Moronic Householder in my locality. Whilst I hoped, and still do, for a miracle I know that the sub-human species 'Homo Moron Paterfamilias' is not extinct, as many other people have recently commented to me that they to have MHs living in their localities.

I was living with false hope that our local MH had either moved away or had a change of intellect and attitude. But no; the workings of MH materialised again this morning.

Having woken-up from a short hibernation, like many animals do, MH has decided it's time to clean out the bed chamber of 'Casa del idiota'. How thoughtful to bring the old mattress and pillows out, of course undercover of the evening dark , and leave them lying in the street for some homeless person; or drunken holidaymaker who can't remember in the early hours of the morning where the rented villa is; to use for comfort for the night. Although looking at the state of them even drunks and the homeless might have second thoughts.

What is even more anthropologically interesting about this is that we may have at least two MHs locally. Earlier this morning the fly tipped bedding could be seen situated between the rubbish container and the perimeter wall seen in the photograph. At some point another MH had dragged the items away from the wall, I wonder who, and left them to the side of the bin. Wouldn't it have been a sensible idea to have deposited the pillows into the bin? Of course not leave it up to some other resident to clean up.

All that MH had to do in the moment of drowsiness was to telephone the refuse collection coordinator at the Town Hall and arrange for the mattress to have been collected, free of charge and at an agreed time, from casa del idiota to save it lying and rotting in the street until the council's cleaning contractor deems to pass by and collect it.

Oh well a short photo-email to VS at the Town Hall should do the job to clean up MH's mess, again.

Moronic Householder reaches Top Table for Idiots.


Well would you believe it – Yes I Would (echo)– the M.H. is back again. With an even more crass act.

On this occasion M.H. has reached the top table for idiots. No longer wishing to be the proud owner of a glass tabletop, the brain wave, if you'll pardon the assumption that one exists, in the head is to leave the glass top leaning against the rubbish bin. Everyone knows, except for M.H. it seems, that the bin is emptied by the use of a semi automated single manned 'skip' lorry so it (the bin) has to be lifted to be emptied.



As can be seen from the photograph the position where the glass tabletop has been left will result in two major possibilities. The first is that, as has already happened, the bin will not be emptied because the skip lorry driver will not get out of the vehicle, in the middle of the night, and move the tabletop to enable the bin to be lifted. The second is that the driver will ignore the top, when the bin is full and overflowing, as it might be soon, lift the bin and allow the inevitable falling and smashing of the glass on the road. This will then present a danger to the public using the bin or to animals passing by.

There is another possibility, that a vandal will break the glass 'just for fun'!

Now either, the person is too stupid to think of the consequences of where the glass is left, or just doesn't give a damn what happens, after it has been dumped in the street, as it's out of personal sight so out of mind, and someone else can clean up any mess. Either is the action of a Moronic Householder.

Yes I know I'm showing an intolerant attitude towards crass stupidity, and always will, but what if a child or beloved pet is injured by broken glass because of M.H's. action? Who could suffer, it won't be M.H. that's for sure! Who will clean-up after the crash, it won't be M.H. that's for sure!

Moronic Householder leaves Brains by Rubbish Bin.


The title may seem somewhat harsh but I believe it is the reality of the situation.

For those not familiar with the rubbish collection system in Spain, the large grey rubbish bin is situated in the street for use of the local residents to dispose of their day to day household waste. It is not intended for recyclable items, garden waste, old furniture, building rubble and other non-normal household waste. In our town, each evening, subject to the whim of the council or it's cleaning contractor, the bin is emptied by the use of a semi automated single manned 'skip' lorry. It is well known amongst householders that what is in the bin may be collected, but what is not is left where it is.

From the two photographs below it can be seen that either side close by, within 25 metres ( metric measurement you'll note), to the grey bin are areas of open ground where the stones could have been neatly disposed of.

But that would have been too easy for the moronic householder. Instead the person takes the heavy bucket and black plastic bag of stones to the bin where they will stay, for many days, until someone else decides to clear them away. Chances are it will probably be me! OK the stones shouldn't be put in the bin but as least that would have been better than leaving them where they are. Now either, the person is too stupid to think of that, or not strong enough to lift the bucket and bag in entirety into the bin and too stupid to think of putting a few stones in at a time.

Now I'm not adverse to criticising the council when they fail to clear away the rubbish properly, but at the least the householders could help by not filling the streets with non-collectable rubbish. This might be just one incident but it is symptomatic of the attitude of a lot of property owners; get rid of the rubbish from my property and don't give a damn what happens when its been dumped in the street. Out of personal sight out of mind.

Yes I know I'm becoming a 'Grumpy Old Man', it's my right at my age, but at least that's got if off my chest. Perhaps just perhaps the moron might read this, if I tell enough local people this post is here, and have a change of heart, or perhaps it might make other residents think twice about where they put their rubbish.

Dear Mónica - Streetfill sites update 2

Sra. Mónica Lorente,

La Alcaldesa de Orihuela


Dear Mónica,

As promised I'm keeping you up to date on the success of your 'Streetfill' sites policy.

Unfortunately there is some bad news to report but I will cheer you up with some good and very good news.


The bad news is that, as you can see on the left, someone has stolen some of the rubbish being stored in Calle Tiberiades. You can see how it looked before in my 'Streetfill sites update 1' letter to the right. I haven't been able to investigate this fully but I suspect it may have been an incompetent council worker who failed to carry out your policy instructions correctly and collected the rubbish. I'm sure you can find out who the culprit was and discipline the 'person' (note the political correctness of no gender bias) accordingly.

The good news is that the public are really getting involved in the policy as can be seen from the following videos. In the first you can see that the van with the trailer shown in 'Streetfill sites update 1' returns to help you more by dumping a second trailer full. Not content with the good work of adding to the pile he decides to tidy it up for you using the trailer as a plough. In the second clip you can see that a new 'White van man' or in this case men show their willingness to help your council by dumping two loads of pieces of sawn up palm. It really fills the forgotten space between the existing, proliferating heap and the boundary wall of the adjacent property.



Now for the Very Good News. On your behalf, I'm sorry I didn't ask you first, I decided to test your council system of carrying out your 'Streetfill' policy. I suggested to the Town Hall in Orihuela Costa by email that the pile of rubbish at the corner of Calles Ontario and Baikal might be getting a little larger than you would like. As you can see from the photograph below, taken today, they did not fall for my ploy. The gigantic pile remains intact. The cleaning company has not attempted to clear it. If I may suggest, perhaps the council should consider making an 'ex gratia' loyalty bonus payment to the management of the cleaning contractor.


I will strive to keep you informed of future developments of the larger 'Streetfill' rubbish sites as I become aware of them. Perhaps, after visiting my weblog and reading my letters to you, your fervent United Kingdom expatriate followers in Orihuela Costa will wish to assist me, as a sign of their appreciation of the level of services you and your Council provide to the residents of the coastal area.

P.S. Don't forget when you visit for your 'Streetfill' press conference that you remember health and safety rules and wear your 'hard hat'. I suggest the white one as it suits you better. It reminds me of a halo.

Dear Mónica - Streetfill sites update 1

Sra. Mónica Lorente,
La Alcaldesa de Orihuela

Dear Mónica,

Further to my previous salutation on the 10th October, just a quick note to give you a positive update that the 'Streetfill' policy is working better at this stage than the Council could have hoped for. My estimation is that you are probably ahead of your target volumes of rubbish to be stored in the roads.

 I mentioned in my previous letter to you of three possible sites for a press conference to promote this policy and here are photos of the three suggested finalists

 My favourite location is still the corner of Calles Ontario and Baikal as the pile of rubbish is now progressing to an acceptable size, although probably still a little smaller than you might consider acceptable. If this is the case just let me know. I believe that I will not have any difficulty, with the help of your admiring supporters in Orihuela Costa, in finding alternative overflowing 'Streetfill' sites.

However you can see from the video below that the more environmentally aware public are behind you on this policy and are trying to build this pile as fast as they can for you. It confirms the Council's obvious successful theory that rubbish left lying will attract more of the same. I wish I had thought of this.



As you can see there was a slight traffic congestion problem and I would therefore suggest that perhaps as Orihuela Costa has a surplus of Policia Local, because of your excellent control of their manning levels, that a couple of them could operate a traffic control one way flow system to this site.

I think the additional decision by the council's cleaning contractors  not to empty the grey household food waste rubbish containers for at least 3 days is a stroke of genius. As you can see from the photograph below it not only speeds up the filling of the empty spaces on the street but it also makes it easier for the rats, cats and dogs to scavenge the plastic bags for food. This shows a caring attitude towards animals by your Council.

I hope to keep you up to date with your council's successes on the Coast.

P.S. I've noted from your many reported Mayoral appearances that you like to stand out from the crowd of your minions, with your choice of distinctive fashions. May I advise you, when carrying out the suggested press conference, not to wear anything green or with an irregular pattern as you will blend in too much with the chosen backdrop pile of rubbish as it will probably have grown to be taller than you.

Orihuela Town Council's 'Streetfill' Site Policy - Letter to the Mayoress

Sra. Mónica Lorente,
La Alcaldesa de Orihuela


Dear Mónica,

Ref: Town Council 'Streetfill' Site Policy

First of all let me say that I hope you do not mind me; a mere tax paying, revenue generating, United Kingdom expatriate resident of Orihuela Costa; addressing you; a Goddess amongst your fellow PP councillors and supporters; in such an informal way.

I write to congratulate you on your Council's continual and increasing use of your cost saving 'Streetfill' policy for rubbish produced by both households and businesses in the Orihuela Costa part of the municipality. It is imperative in these difficult economic times that on behalf of the tax payers of the municipality that you do not squander the funds received. I, and the majority of residents I'm sure, appreciate that the cost of the collection of rubbish and its transport to registered, and more probably illegal, landfill sites is expensive for the Council. In addition there are the uncontrolled payments to the contractor, deemed to be the best responsible company, for providing the supposedly first class cleaning service to the municipality.

Certainly within Orihuela Costa we (the inhabitants) have experienced over a considerable time the excellent policy, of your Council, of allowing rubbish tippers to use undeveloped land within the area as landfill sites. All the residents appreciate that this is a cost saving policy for the Council as it saves the need to provide costly household and building rubbish handling facilities. Well done for your foresight on this.

I appreciate that as the major parts of the under-developed areas of land within the coastal area become full of rubbish, alternative capacity is needed. I understand therefore the need for the Council to leave more rubbish in the streets and roads amongst our homes, to adopt an even more positive policy of 'Streetfill' rubbish management. Not only is it a cost saving exercise but it uses what would otherwise be under-utilisation of public space resources. It is clever of you to realise that there would be less need for refuse collection lorries, less labour needed to man these vehicles, possibility of redundancies, no need to build recycling facilities as the rubbish can decompose in the streets, no need to fund more landfill sites.

It is important that you see evidence of the successful operation of your 'Streetfill' site policy so I invite you view the attached video of just one of the multitude of locations being used to reach your objective. This is at the junction of Calles Ontario and Baikal. There are two more similar sites within 100 metres. Perhaps you might consider using one of these three as a site for a press conference to announce the success of your 'Streetfill' rubbish management policy.

P.S. The cleaning contract staff have obviously been made aware of 'Streetfill' as when they pass a rubbish pile they stop to admire it and then drive on.

P.P.S. Knowing of your Council's attitude towards protection of the environment, in particular the flora and fauna, I will assume the responsibility of letting you know when the indigenous rats and snakes make the rubbish piles their new homes.

120 Local Residents Ignore Dumped Mattress

Following on from my article Neighbour moves mattress to in front of our home! I decided not to move the mattress at that time; but to wait as see whether any of the local residents who pass by the spot where it had been dumped by the bin scavenger , would move it or ignore it.


Whilst it was difficult to see it from the road, any person walking along the dirt road in the photograph above to the tarmac road would see the Mattress.


The area is a popular access route for local residents to walk their dogs. In the four day period that the mattress has been lying there, I estimate that it has been seen and passed by a minimum of 120 times by different people at different times. Not one of these sightings have resulted in the mattress being moved onto the road so it could be collected instead of being left to rot.

In truth, I didn't expect any different but I thought I would wait in hope of some act of community spirit !

So this evening I moved it, onto the road side where the neighbour moved it to on Wednesday, in her aim to move it away from the logical place next to the council bin area.


I could have put it back next to the bin to upset the neighbour but that would be petty and bloody minded! Let her think she's had her victory.

Neighbour moves mattress to in front of our home!

Having already written about our neighbour moving rubbish , in this video we can see Mrs Perret, again moving rubbish away from the council bin to in front of my home.

This time it is a mattress that was left beside the bin yesterday afternoon for collection by the council.


A couple of hours latter I noticed that the mattress had seemed to have gone.


However appearances can be deceptive.


It was pointed out to me that a bin scavenger had looked at the mattress, didn't want it, and had for some reason thrown it further into the grass.

This now means that it has in effect become a fly tip.

It cannot now been seen from the road by the council collection vehicle, when it comes around the streets, and so will remain where it is.

Had Mrs Perret left it beside the bin, but no she couldn't because it is near her property, it would have been visible and collected.

Now the mattress will lay where it is to eventually rot away. Unless I or someone else move it so it can be seen and collected.

Back to square one!

Surely if I move it this won't be being petty or bloody minded will it?

On the 17th Day the Rubbish was Collected!


At 07.15 hrs on the 17th day (14th May) the rubbish was collected.

Unfortunately it will not be many days before a pile of garden rubbish dumped opposite my home will begin to grow again. The reason being because the facilities provided for the disposal of garden waste, by the Orihuela Town Council, available to local residents is non-existant, so they dump it infront of my home.


There is no permanent household waste disposal site available in Orihuela Costa. A mobile disposal point system has been recently instigated but that only visits selected locations in O.C. once a month.

What is the outlook for the future? More rubbish dumped in the street and left there to rot and more emails being sent to the Council reminding them of their duty to collect the rubbish, to keep the environment clean for healthy habitation of the residents.

Orihuela Council leaves rubbish in street for 13 Days!

As a direct result of the failure of the Orihuela, Partido Popular controlled, Town Council, the rubbish shown in the photograph has been in Calle Ontario, at the corner with Calle Baikal in Orihuela Costa since the 28th April (13 days).

The reason is because the Council's refuse cleaning contractors have failed to carry out  their task to collect it. During the period the rubbish has been dumped, several of the company's lorries have driven past, but instead of collecting it, or even part of it, they just drove past.

Having notified the Council of this problem by email last evening (11th May) I wait to see how many more days it will still be there.

This is not the first time I have had to request the Council to clear longterm dumped rubbish and I'm sure it will not be the last. It's a continual failure of the basic service of refuse collection.
